The current Unified Planning Work Program (UPWP) presents, in detail, how the MIC will use federal, state, and local planning funds to meet federal metropolitan planning requirements. It describes the transportation planning and administrative activities we will carry out during the current calendar year and includes a preliminary estimate of the following year’s budget and work program.
Each year, the MIC Director develops the UPWP for the upcoming two years in consultation with partner jurisdictions. The final document is approved by the MIC Policy Board and may be amended or administratively modified as needed to reflect changes in funding or project scope.(For more information, see the “Development & Approvals Process” tab below.)

2025 UPWP Administrative Modification — Public Notice
To augment the tasks identified within the current work plan and budget (UPWP), the MIC is acquiring consultant assistance to redesign the dsmic.org website to improve our online presence, visitor experience, and the ease with which staff can post to the site.
To do this, we are re-allocating existing funds in the amount of $24,000 from both Personnel and Direct Expense budget lines to cover the consultant cost for this task (with some added funds included to compensate for related tasks to be conducted by MIC staff). Approximately 70% of the cost will be derived from unused funds from the Personnel side of the budget; 30% derived from elements of the Direct side of the budget. Combined, this total will then be moved to the Administration code number of the MICs budget for 2025. All work on the website update is scheduled to be completed by the end of the calendar year.
Presented to the MIC Policy Board at its regularly-scheduled meeting on August 20, 2025. No action was required for an Administrative Modification, in accordance with MnDOT’s UPWP guidance.
2025-2026 UPWP — Final Agency Approvals Received
Final approvals received from MnDOT, WisDOT, FTA and FHWA. The tasks and budget listed in the 2025-2026 UPWP will be effective January 1, 2025.
A UPWP is a document that lists the projects, priorities and tasks that an MPO will undertake over the course of no less than one calendar year (CFR 420.101). The UPWP is required because the federal government must authorize activities that use FWHA planning funds.
The MIC’s UPWP covers two calendar years and includes descriptions of the planning activities anticipated for the year, as well as the allocation of state and federal funds associated with each activity. The UPWP also specifies who will perform each activity (MIC staff or contractors), a detailed schedule for completing the work, and the resulting deliverables and products. It is mandated by the joint Federal Highway Administration and the Federal Transit Association in their transportation planning guidelines as a condition for receiving federal planning funds.
