The Duluth-Superior Metropolitan Interstate Council (MIC) has established a Title VI Non-Discrimination Plan and a Language Access Plan to ensure compliance with civil rights laws and provide equitable access to its transportation planning activities. The current plan was adopted by the MIC Policy Board on August 20, 2025.
MIC Title VI Non-Discrimination Plan and Language Access Plan

Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, and national origin. Specifically, 42 USC 2000d states that “No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.”
In addition to Title VI, there are other federal nondiscrimination statutes that apply to our programs and activities, including:
- Section 162(a) of the Federal-Aid Highway Act of 1973 (23 USC 324) (sex);
- Age Discrimination Act of 1975 (age);
- Section 504 of the Rehabilitation Act of 1973/ADA of 1990 (disability);
- Limited English Proficiency requirements under Title VI
These requirements collectively form our comprehensive nondiscrimination program.
Title VI Non-Discrimination Policy Statement
The Duluth-Superior Metropolitan Interstate Council (MIC) is firmly committed to ensuring that no person or group of persons shall, on the grounds of race, color, national origin, sex, age, disability, limited English proficiency, or income status, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any programs, services, or activities administered by the MIC, its recipients, sub-recipients, and contractors.
The MIC will also provide meaningful access to services for persons with Limited English Proficiency.
Title VI Notice and Complaint Process
The Duluth-Superior Metropolitan Interstate Council (MIC) operates its programs and services without regard to race, color, and national origin in accordance with Title VI of the Civil Rights Act.
Any person who believes they have been aggrieved by any unlawful discriminatory practice under Title VI has a right to file a formal complaint with MIC, ARDC, MnDOT or US DOT. Complainants are encouraged to submit complaints directly to MnDOT through their online complaint form.
